How do I propose changes to RUSA/Section bylaws?

You should prepare a document like this and submit it when you submit your ballot spreadsheet in the same way you submit your biographical forms along with the spreadsheet. Proposed changes need to be submitted to the RUSA Office no later than December 1. If you are amending more than one Bylaw or more than one section to the same Bylaw, each amendment should appear as a separate item, because members should be able to vote yes for one change but no for another. If you combine everything, then they are forced to vote yes or no on everything even if they object to one of the changes. So all changes should be separate, unless you are doing a complete rewrite of your Bylaws. Language being deleted should appear in [brackets]; new text should be underlined. This is so the members can easily see exactly what is being changed.   The ALA Policy requires that all changes be accompanied by a "pro" statement and a "con" statement. The ballot spreadsheet should then appear like this:
